Ask Carole

Welcome! I created this blog to answer some of the questions people have been asking about the CTA's funding situation. We on the board have asked many of these same questions, and we want to help get the word out. So please feel free to send comments or questions to CTAboard@transitchicago.com, and check back regularly for answers and updates to our efforts to increase transit funding. -- Carole

Blue Line incident

As most (if not all) of you know, yesterday evening the last car of a northbound, 8-car Blue Line train derailed in the subway between Clark/Lake and Grand. Customers were escorted out of the subway tunnel through an emergency exit with the assistance of a CTA rail operator. The incident is now being investigated by the National Transportation Safety Board (NTSB). As you can see here and here, their process is incredibly detailed and thorough, and I am confident that the details of what happened will be thoroughly investigated and reported.

I want to take a moment to express our concern for all of those CTA customers involved in the incident, especially those who are still undergoing medical treatment. You are, of course, in our thoughts and prayers. I also want to thank CTA employees, police officers, firefighters, and medical personnel who responded so quickly and professionally with emergency assistance. I particularly want to highlight the CTA employees who worked throughout the night in very challenging conditions to restore service. For everyone who had a much more difficult commute home last night, we appreciate your patience and understanding. We apologize.

As Eric Zorn notes, customer communication is critical in these situations. I have said before that CTA needs to do better at customer communications, and this is an opportunity to learn. For those of you who were involved in the incident or affected by service delays, what worked? What can we do better?

Service improvement feedback

We’re a few weeks into the west side and west suburban bus and rail service improvements. CTA is monitoring ridership and customer comments carefully, and I share ALL of the comments here with appropriate CTA staff – as usual, we follow-up with specific information (or sometimes clarifying questions) if you send an email. I’m particularly interested in your experience with the bus service changes, which receive a bit less public attention but are equally important.

In response to some of your questions about express “X” routes, they are recommended based on customer destination surveys, traffic patterns, road capacity (it’s hard to be ‘express’ on a congested two-lane street), and ridership projections. In terms of cost, rail service generally costs more in capital and less in operations than bus service. For example, an eight car train with one rail operator holds up to 1,000 people, while it takes many more staff and vehicles to move 1,000 people on buses. On the other hand, the capital costs of building and maintaining a rail line are much higher than the cost of a bus fleet. We know from our customers and ridership data that bus-rail transfers are extremely popular – that’s why we try to link bus service, especially express bus service, with key rail transfer points. Those transfers make our system much more convenient and flexible to get our customers where they want to go. On that note, I have asked staff to look into the suggestion to make some of those connections more explicit on our maps.

As some of you noted, there were some rail service delays in the loop last week. These appear to have been caused mainly by equipment failures (e.g., railcar doors that would not close), but CTA operations staff are also being extra cautious in operating the new service pattern. As part of my overall emphasis on performance measures, I’ve asked for a review of rail travel times once CTA operators and customers are comfortable with the new service pattern. Your comments and suggestions have been and will continue to be helpful in that process, so have at it!

And yes, I know it has been too long since I posted -- I've been busy on a number of fronts. Many of you answer each others' questions better than I could, but I'll try to post more regularly.
