Canada’s new centralized Defence Investment Agency sounds a lot like the Major Projects Office (MPO) with the goal of streamlining major defence procurement and investments that too often get stuck in siloed processes. In the federal space, where complexity, fragmentation, and long timelines often stall progress, a more coordinated approach could be exactly what’s needed - if done right. As the article notes, small and medium-sized enterprises (SMEs) face significant barriers to entry in the defence space, from lengthy procurement cycles to limited access to capital. Encouragingly, Canada has emphasized that large contractors and OEMs will be expected to support Canadian SMEs as part of their federal partnerships. But we also need to talk about access to capital for Indigenous businesses in the procurement space. If we want to see Indigenous participation, it’s not enough to invite bids. We need to ensure these businesses have the financial tools & partnerships to compete and grow. This is especially critical if Canada is serious about expanding its defence/infrastructure presence in northern, Arctic, and coastal regions. Indigenous businesses (i.e. economic development corporations owned by Indigenous Nations) are already there. They should be central to the solution. 💡
