Added more complete explanatory text

<p>This is the spec-prod development area. Spec-prod is the collection of
doctypes and stylesheets that are used (by some W3C WGs) to produce
working drafts and the various stages of recommendations.</p>

<p>The current action item is to merge all of the various development
branches of the xmlspec stylesheets into a single, official baseline.
The files in this module should be considered somewhat unstable as long
as this notice remains.</p>
