Fixing certificate installation regression.

The command to install the web certificate was updated to include
the --loose-execution-context option, however, it was placed in
the wrong location and it is not even needed since the command
does not do any operation on the database. This patch fixes the problem
by removing the parameter.

Fixing typo in documentation

Packaging fixes:

- The -v option to identify the existence of the SHELL_PLUGINS_LOCATION
  for custom plugin locations is not supported in the bash version of
  macos, replaced it by the -z option.
- The fix_vbs.sh script was copying the vbs folder into out, but if
  called several times (i.e. from build_packages.sh) it ended nesting
  the vbs folder inside of the already copied vbs folder. Updated
  the logic to delete the existing vbs folder.
