remove techniques for a11y control and api

As these are optional and we're generally de-emphasizing their use because they are usually more applicable to reading systems, I wonder if it wouldn't make sense to remove the techniques for them from the next version?

Proposed Solution

Leave the sections for the existing techniques, but replace their text with an explanation of why setting the properties is not necessary.
