Heather D. Shea, Ph.D.
LCTE Program Director & Co-Leader

Dr. Heather Shea is the Director of the Pathways Persistence Programs in Undergraduate Education at Michigan State University, where she oversees five academic cohort programs that support student success, belonging, and persistence. She earned her Ph.D. in Higher, Adult, and Lifelong Education from MSU’s College of Education and has led or co-led the Learning, Culture, and Technology in Europe (LCTE) program nearly every summer since 2017. In addition to her work with LCTE, Heather has held leadership roles at MSU with the Spartan Experience Record, New Student Orientation, the Residential Initiative on the Study of the Environment (RISE), and Women*s Student Services. She also serves as Consulting Faculty with MSU’s Center for Gender in the Global Context. Heather brings to LCTE a passion for international travel, art and education, and advancing access and equity in global contexts. 

Allison Freed, Ph.D.
LCTE Program Co-Leader

Dr. Allison Freed is an Assistant Professor and Program Coordinator of the Instructional Technology program at the University of Central Arkansas. Dr. Freed holds a B.S. in Secondary Education from Central Michigan University and a Ph.D. in Educational Psychology and Education Technology from Michigan State University. Dr. Freed holds a teaching license in secondary science in Arkansas and Michigan. Before joining the UCA faculty in January 2022, Dr. Freed spent six and a half years at the University of the Ozarks in Clarksville, Arkansas where she was an Associate Professor of Science Education and the Director of Teacher Education. Her research focuses on the long-term, transformational impact of international experiences on the culturally responsive teaching practices of in-service teachers. She has also completed an action research project focused on globalizing rural science education. In addition, she is a past president of the Arkansas Association of Teacher Educators (ArATE). She has led and co-led LCTE and similar programs for many years (7 programs!). 


E. David Wong, Ph.D.
LCTE Program Founder

Dr. David Wong is a professor of educational psychology and educational technology. He is especially interested in the potential for learning that comes when students from different cultures interact. He is the leader of several study abroad programs and conducts research related to students’ experiences in those programs. His areas of interest also include: intercultural experience and learning, global education, science education and educational philosophy. While David does not travel with us to Europe (he leads another program to Japan!), he is a fabulous resource for students!
