While creating the iCalendar / ICS functionality for PHPMailer2 and MailSend, I needed a way to generate iCalendar file format files for testing. I really couldn't find anything that was reasonably complete and worked well (that didn't need an extensive installation). I really didn't want anything with dependencies on other projects or tools. So I made my own. Hope you find it useful - I even included the form to create an event.
