🏠 As populations age across Europe, the way we deliver care is evolving — and mobile care services are at the heart of this transformation. According to Eurostat, more than 1 in 5 EU citizens (21.6%) is already aged 65 or older. By 2100, this figure is projected to reach nearly one in three (32.5%). Among them are people who require care. Individuals who, due to illness, age, or disability, can no longer fully manage their daily lives independently and rely on the support of others. In Austria, mobile home care (mobile Hauskrankenpflege) enables elderly and vulnerable individuals to remain in their own homes while receiving professional support — from personal hygiene and wound care to medication management and rehabilitation. Depending on individual needs, trained care professionals visit several times a week, daily, or even multiple times a day, bringing quality care directly to people in their familiar surroundings. In 2024 alone, approximately 140,000 people in Austria were cared for directly through mobile care. Yet challenges remain: lack of workforce, rural accessibility gaps, and the need for better tools to support caregivers in the field. Eldicare 2.0: Re-defining skills in a post-COVID European Silver Economy
About us
Eldicare 2.0 aims at a long-term care, which is comprehensive and affordable and allows a decent standard of living for people, seeking to meet long-term elderly care needs. It seeks to increase the offer and mix of professional long-term care services, close territorial gaps in the access to long-term care, roll-out accessible digital and green solutions in the provision of care services, ensuring high-quality criteria and standards for long-term care providers through a sectoral skills long-term strategy. Thus, the project intents to strengthen the cross-sectoral cooperation among sectorial partners and VET providers in healthcare, as well as to update the occupational profiles and competencies of professionals in the caregiving sector, providing a sectoral skills long-term strategy that will tackle skills gaps on the labour market and anticipate future skills ends.

🩺 Quality jobs in social and long-term care start with the right skills During the European Commission’s consultation on the upcoming Quality Jobs Act, The Social Employers highlighted a key priority for the sector: 👉 investing in skills and clear career pathways to improve job quality and worker well-being. This speaks directly to one of the main challenges in social care today: care workers are expected to manage complex tasks, teamwork, communication, digital tools and constant change — often without structured training in transversal competences. This is exactly where Eldicare 2.0 comes in, with a curriculum focused on transversal skills for the social and long-term care workforce. It addresses key competences such as time management, organisational behaviour, digital awareness, green competences and basic entrepreneurship, strengthening employability and resilience in the social care workforce. 💡 The rights of older people are not protected by laws alone, they are upheld through everyday care practices. The global Age with Rights campaign calls for a UN Convention to guarantee dignity, participation and non-discrimination for older people worldwide. But turning these rights into reality depends on what happens daily in social and long-term care services. 🌟 This is where skills matter. Respecting rights in care settings requires transversal competences: communication that enables participation, organisational skills that support dignity, teamwork and ethical awareness that prevent discrimination, and digital skills that improve access and inclusion. 💡 Throughout October, our national partners carried out three types of country-level workshops across all partner countries. Each workshop brought together a different group of stakeholders — policy representatives, educational providers, and market representatives from the caregiving sector — to explore how European Occupational Profiles align with national realities. The workshops focused on key questions: ✅ How relevant the EU profiles are in each country. ✅ Which skills and competences are required by similar national roles. ✅ How the national qualification levels (NQF) compare to EQF/EQVET. ✅ Where gaps, differences or missing elements appear. ✅ How country-specific factors might shape the adaptation of the profiles. Partners are now summarising and analysing all collected input. Based on these findings, they are preparing an update of one selected national occupational profile to better reflect real labour-market needs.
