- move the comparison table to "submit_legacy_differences.md"
- add a paragraph in the main document to link to it
- copy and adjust relevant parts from the legacy docs
- add paragraph on TeX processor and its selection

This should include a link to the package list. Is there a location in the TL website that makes sense for this that would be stable?
