_brand.yml font size unit conversion error

Bug description

With the following _brand.yml in my Quarto project...

There is an issue processing the font size.

Workaround:
I set fontsize in the format: html section for now.

FYI to Quarto team: in brand-yml (the Python implementation), we convert pt to rem at 12pt:1rem

Thanks @gadenbuie. I remember discussion with @cscheid on units, as I noticed BSLIB .scss from bootstrap have some expectation on units for some rules.

I don't think we do conversion yet, but I think I remember rem units is a problem for us because there is not equivalent in Typst that we want to brand too.

Though maybe we can do conversion for Brand used with Bootstrap HTML where we now rem units is expected.
